Interviews Scheduled for Director of Institutional Research at Western Illinois
Two candidates will interview to become the new director of the Western Illinois University Institutional Research and Planning office Monday, April 17 and Tuesday, April 25.
Candidates include Associate Director of Information Management for the Illinois Board of Higher Education (IBHE) David Smalley (April 17) and Executive Director of Institutional Research for West Virginia State University Archit Agarwal (April 25).
Smalley has served as the associate director of Information Management for the IBHE since 2016. Previously, he was a division administrator data analyst for the IBHE (2014-16), in Springfield, IL; director of institutional research, planning and assessment for Lincoln College (2011-13) in Lincoln, IL; assistant director of research at the Illinois Education Research Council (IERC) at SIU-Edwardsville (2010-11); director of institutional research at Blackburn College in (2008-10) Carlinville, IL; associate director of research and data coordination at IBHE (2007-08); manager of institutional research at Edgewood College (2003-07) in Madison, WI; manager of data research at Harper College (2000-03) in Palatine, IL; database manager/research specialist at Metro Chicago Information Center (MCIC) (1997-00); and market research analyst at HR & Associates (1996-97) in Clarendon Hills, IL.
Smalley received his associate degree from the College of DuPage, bachelor’s degree from Northern Illinois University and his master’s degree from Edgewood College.

Agarwal has served as the executive director of Institutional Research for West Virginia State University since 2022. Previously, he was the senior business intelligence analyst for the Graduate College at the University of Iowa (2019-21); data systems analyst II (2017-19) and a data systems analyst I (2014-17) for the Office of Institutional Research and Information Management at Eastern Michigan University in Ypsilanti, MI; and a quality assurance analyst for Campfire Interactive, Inc. (2013-14) in Ann Arbor, MI.
Agarwal received his bachelor’s degree and master’s degree from Eastern Michigan University.
